Plenty of buyers were refusing baled winter barley straw in the North East last year, as it got wet, lost in colour etc. buyer underestimate the amount of work that goes into getting straw fit for baling, particularly if it got wet.
As with your other take, again that's a short sighted view. I have no problem paying a fair price for my straw, same as I want a fair price for my calves. This pathetic sector vs sector is exactly the issue that leads to bad policy like SIM.
